Bikeways Committee Minutes 09/05/07
MEETING MINUTES for September 5, 2007

Meeting called to order at 8:30 AM.

Present: Bob Donahoe, Mike Kain, Dave Maynard, Ron Rencurrel, Don Ouellette, Judy Parmelee
Guests:  Selectman Dave Schropfer and Carol Dobek
Excused Absence: Jeff Smith (new member – not notified)

Minutes of August 1, 2007 were approved.

Pan Mass Challenge Report:  Bob Donahoe stated that the EBC should play a much more substantial role next year.  He felt that the PMC in Eastham was inadequately staffed and unsafe for the riders due to lack of crossing guards. Dave Maynard shared his thoughts on his voluntary posting at Old Orchard Road and has written to the BOS about this. Committee suggestions were:

        Bob Donahoe and Ron Rencurrel have been asked to work with PMC officials and suggest that the EBC take a leading role in Eastham to assure maximum safety precautions are being taken.  We desire that all Eastham positions (recommend at least 12) are assigned to EBC members very early and prior to being posted on their web site. There will probably be a need for some PMC volunteers as well.  No EBC member will be stationed outside of Eastham as Judy and Don were assigned to LeCount Hollow in Wellfleet.

        Judy requested that the CCRT portion used be closed from 8 AM until most
of the riders pass through LeCount Hollow (about 10 AM).  Many people simply came to LeCount Hollow and rode into the 3,500 PMC riders with “official blessing” from a DCR ranger as the CCRT was not officially closed.

        Bob and Ron will also discuss this matter with Chief Hedlund as we will need some official training in order to be reasonably competent to direct traffic.  We will also have to acquire appropriate vests for visibility.  Dave’s point about personal liability in his letter to the BOS must be addressed.

CCRT Punch List:   Bob distributed a draft punch list letter addressed to Danny O’Brien of DCR.  Dave Maynard suggested some changes and gave Bob his changes and discussed them with the committee.  Bob will redraft his letter and work with Dave to release it to the DCR. Major highlights:

1.      Cut back brush & trees 6 feet on west side and 3 feet on east side
2.      Improve the line of sight at Brackett and Gov. Prence Roads (we can do this as part
of our maintenance program.).
3.      Many areas need to be reseeded especially by the tunnel
4.      Some shrubs need to be replanted.
5.      More processed gravel in Wellfleet to bring the shoulder up to pavement level.
6.      Add signage at the tunnel as the sightlines at the east portal is not good.
7.      Add border signs between Orleans & Eastham and Wellfleet and Eastham.

Correspondence:  Members suggested that a letter be prepared for the Town Administrator addressed to Jon Peterson requesting CCRT maintenance, specifically:
1.      two mowings annually to cut grass and inhibit brush growth and should include use bush hog equipment.
2.      Cut brush on side of CCRT at least annually.
3.      Continue to approve Americorps requests (if feasible)

Dave Maynard will work on this letter as he already has a draft.  Judy will write a letter addressed to Danny O’Brien thanking the DCR and selected individuals for their outstanding work on the CCRT over the past year.  This letter will be first forwarded to the Town Administrator for her review and her signature should she want to be the signer or co-signer with the EBC.

Mass Bike:   John Fallender advised us of a Mass Bike meeting in Hyannis on Sept 10th.  Don Ouellette said that he would consider attending and could drive others.

Budget Process: the FY09 town budget is being prepared and we might want to consider what biking improvements might be needed such as signage (welcome to Eastham on CCRT), parking spaces, picnic spots, etc.  This can be a recurrent agenda item.
